Dianne M. Collins, PLS is the Managing Member/Director of Collins Surveying Consulting, LLC. She is responsible for all management and technical aspects of surveying and mapping projects, including overall project management, schedules, preparation of Control Surveys and Right of Way Maps, survey related decision making and quality assurance/quality control of right of way mapping and survey projects.
Ms. Collins has over 50 years of experience surveying in Florida, spending 13 years with the Surveying and Mapping Department of the Florida Department of Transportation District 7 as a technical reviewer, documents coordinator and District Right of Way Surveyor. Additional experience with transportation projects includes litigation support, conflict resolution and expert witness depositions and testimony in survey and property title matters. Since leaving the Department, Ms. Collins has continued working in the public sector performing surveying and mapping services in every FDOT district with the exception of District 6 but including Turnpike Enterprise. Private sector experience also ranges across Florida performing and managing many types of projects including, boundary, topographic, wetland, control survey and right of way mapping as well as property title analysis and determination of property interests.
SPECIFIC PROJECT EXPERIENCE:
I-4/Selmon Expressway Interchange, FDOT District Seven, Hillsborough County, Florida: Project Surveyor for multi-million dollar roadway widening and interchange project connecting Interstate 4 in downtown Tampa, Florida with the Tampa-Hillsborough Lee Roy Selmon Expressway. Ms. Collins managed design survey services and Right of way Mapping for this extensive project. Ms. Collins also managed a separate task for High Definition Laser Scanning of seven bridge surveys; the first ever accepted by FDOT District Seven. Duties and responsibilities have included coordination with District Right of Way Acquisition, Appraisal and Eminent Domain staff on complex commercial tracts and CSX Transportation, Inc. corridors and properties.
40th Street (Hillsborough Avenue to Fowler Avenue), City of Tampa, Florida: Project Surveyor for preparation of Mapping and Legal Descriptions for right of way acquisition along this 5 mile corridor. Provided expert witness services for survey, property title and TIITF (Murphy Act) issues.
Litigation Support, FDOT District 7, District-wide: Provided expert witness testimony (including preparation of reports and exhibits), survey and title analysis for various projects including, but not limited to: 66th Street and US 19 in Pinellas County; Interstate 4, Alexander Street and US 41 in Hillsborough County; SR 52, US 41 and SR 54 in Pasco County; US 41 and SR 44 in Citrus County; and SR 50 and US 98 in Hernando County. Issues included property boundaries, property title and rights, TIITF (Murphy Act) validation and general requirements for standard of care in survey and title matters.
SR 23 (First Coast Outer Beltway), FDOT District Two, St. Johns County, Florida: Performed parcel calculations and QA/QC on Control Survey and Right of Way Mapping prepared for this 9.5 mile corridor.
SR 55 (Suncoast Boulevard-US Highway 19), FDOT District Seven, Citrus County, Florida: Performed alignment, subdivision, and sectional calculations and analysis and provided QA/QC for Control Survey Mapping on this 9 mile project.
SR 313 (2 Segments from SR 207 to US 1, FDOT District Two, St. Johns County, Florida: Performed QA/QC for the mapping effort for this combined 9.3 mile corridor reviewing Control Surveys, preparing and reviewing R/W Mapping and title search analysis.
SR 95 (US 29), FDOT District Three, Escambia County, Florida: Prepared Control Survey Maps for this 2.5 mile corridor which included performing analysis of section and subdivision monumentation.
SR 7, FDOT District 4, Broward County, Florida: Prepared Control Survey Maps for a 2.5 mile corridor highly urban traversing through 3 municipal boundaries.
SR 45 (US 41) Venice Bypass, FDOT District One, Sarasota County, Florida: Performed QA/QC for Control Survey and Right of Way Mapping from Center Road northward to its intersection with US 41 (Tamiami Trail).
Ernie Caldwell Parkway, Polk County, Florida: Performed QA/QC for Control Survey and Right of Way Mapping for a new connector corridor in Northeast Polk County from US 27 to US 17-92 with surveys and mapping prepared by multiple consultant surveyors.
Suncoast Parkway, from northern HernandoCounty thru CitrusCounty to US 19, Turnpike Enterprise, Florida: Performed QA/QC on Right of Way Mapping prepared for this new extension of the Suncoast Parkway reviewing survey work and performing title analysis to support parcel and corridor mapping.
US 27 @ Interstate 4, FDOT District One, Polk County, Florida: On this Right of way Monumentation project, performed calculations, QA/QC of field monumentation, and prepared RW Monumentation maps utilizing Leroy and Cadliner lettering tools. own Bypass, FDOT Dtrict
